Kazakhstan comedy Tulpan has universal appeal
Polished, funny and utterly charming, Kazakhstan director Sergey Dvortsevoy's debut feature, "Tulpan," won the top prize in the Un Certain Regard sidebar at the Cannes Film Festival.
